I don't know what kind of bad breath she has but if it is that bad, you might want to have blood panel done to make sure there isn't an underlying cause. Some years ago, we had a beautiful Dal pup coming along and at Christmas, my aunt noticed he had some funky breath (Simon was about 4 months old). Anyhoo, mom took him into the vet and it turned out he was in Kidney failure - only lived to be 8 months. 2 weeks ago, a very prominent stud dog in our breed stopped eating and his owner noticed he had bad breath also.. He was put down two days later for Renal Failure. If you are sure it isn't teeth, or poop eating - then I would do more exploring before looking for a way to cover it up.
