Kathy You're exactly right Kathy, this is the real problem our police departments face all across the country. The bad guys don't play by our laws, that's why in my previous post I mentioned the following: The real problem is having laws in place to address this problem. It's hard to legislate for one problem area (as in my example) and not be discriminatory. Therein lies the major issue, how to legislate and then to be able to put those laws into practice in the real world. A parallel would be much like our country trying to deal with terrorists.
