I wrote him an email note... people may not agree with my thoughts, but

YES! We DO need better dog legislation, I will agree there.
But NOT by penalizing responsible dog owners. Your idea of an increased fee
for owners and breeders of large breed dogs would be a punishment to many
responsible owners and breeders.
Yes it is a very big responsibility to own a dog period, and not just a
large breed.
It is also a big responsibility to drive a car... and we need a drivers
license to do that legitimately.
Wouldn't it be a better idea to have to have a license to keep dogs? Don't
license the dog, license the owner!
The potential dog owner could be tested on the care, training, local dog
related laws and the responsibility of dog ownership. Failure of the
license test would result in the person not being allowed by law to have a
dog. (with appropriate punishment for breaking the law!)
Instead of municipalities issueing a license for a dog, the license would
be issued to the owner, the owner would then be responsible for registering
his/her dogs with the municipality under his/her license. This could make
the owner directly accountable for their own dogs...
