SOS !! Maine LD2171
LD2171 was posted yesterday, and none of us were prepared for this one.
We have been waiting for the language of LD2010 - An Act to Ensure the
Ethical and Humane Breeding of Dogs.

Some of the proposed measures:
1) Breeding kennel - 5 or more intact dogs OR one who breeds and sells
more than 16 animals in a year.
These will all require state licensing and inspections.
2)Rabies vaccine at 3 months.
3) Demand for rememdy; contest - the pet dealer (now all licensed
breeders) may have a vet of their choice exam the dog, but the vet must be
in 100 miles of the purchaser and the pet dealer must pay the vet bill.
We won't be able to use our own vets.
4)Human agents are given the same powers as state vets, sheriffs,
deputies, etc to make arrests, and to seize.
5) SEC.24 - SEIZURE BY STATE HUMANE AGENT OR STATE VETERINARIAN WITHOUT A
COURT ORDER!!!!!!!!!!!!!
6) Impeding performance of officer while engaged in seizures, even on
one's property.
There are 15 pages of new changes to Maine's animal welfare laws.
