What this synopsis doesn't mention... Anyone required to be licensed (ie pet
dealer after ONLY 5 puppies) will be required to submit fingerprints.

commercial breeder reqd. if you breed 10 or more litters/12 month
period. Limit of 30 intact animals, standards for confinement,
breeding, selling, etc.
