A SAOVA message to sportsmen, pet owners and farmers concerned about
protecting their traditions, avocations and livelihoods from anti-hunting,
anti-breeding, animal guardianship advocates. Forwarding and cross posting,

The anti-pet breeder PAWS of 2007 will be introduced shortly. Another animal
rightist priority bill, S.311, "The American Horse Slaughter Prevention Act,"
will have its key vote on Wednesday, April 25, 2007. The Humane Society of
the U.S. (HSUS) failed to pass this ill-conceived, "government knows best for
your animals" measure late last year and this is the antisâ?? first test of
strength in the new Democratic-control Congress. Should S.311 pass, it will
greatly
embolden the animal rightists, create an enormous precedent affecting all
animal owners and and make it more difficult to defeat PAWS2007 and other anti
bills in all agenda areas.
The message below has been edited for clarity and is forwarded with
permission. Please contact the Committee on Science, Transportation and
Commerce
before April 25th and urge that they vote NO on S.311. Thank you
Canine Tracking Collar Removal Penalty
The nationâ??s toughest tracking collar removal penalty became Virginia law on
March 19, 2007: up to a $2,500 fine and/or up to 12 months in jail. §
18.2-97.1. Removal of a dog collar; penalty.
Any person who removes from a dog an electronic or radio transmitting collar
without the permission of the owner of the dog and with the intent to prevent
or hinder the owner from locating the dog, is guilty of a Class 1
misdemeanor. Upon a finding of guilt, the court shall order that the defendant
pay as
restitution the actual value of any dog lost or killed as a result of such
removal. The court may also order restitution to the owner for any lost
breeding
revenues.

pass this important bill.
