There is NO change in the CGC requirements. The CGC form specifically states: "I will be responsible for my dog's safety. I will ensure that my dog has some form of identification (which may include collar tags, tattoos or microchip ID)" SOME FORM of identification is a long shot from mandatory identification. And, not too much to ask if you want to get a lost dog back. The Responsible Dog Owner Promise is a completely separate entity. It is a form put out to educate the general public on responsible dog ownership. It is a tool to educate people on what it takes to be a responsible owner. It was developed for the AKC responsible dog ownership day.
