I find it interesting that AKC is not taking a position on this
Wisconsin "forfeiture before sentencing" proposed bill. Notice that
the owners are "suspected." Also, there is a serious case in another
state where the Court has ordered a private rescue to return the dogs
and the "rescue" has refused, the sheriff's won't intervene. This
bill sounds like a similar set-up waiting to happen. I haven't read
the bill in its entirety, if if someone could take the time, I'd
appreciate somebody else's take on this.

Wisconsin Assembly Committee to Consider Changing Animal Seizure Laws
on April 1

The Wisconsin Assembly Committee on Corrections and the Courts will
vote on Assembly Bill 793 on Thursday, April 1, 2010.

AB 793 seeks to amend state statutes regarding the seizure and
subsequent care of animals whose owners are suspected of mistreatment
or dog fighting and are engaged in a legal proceeding.

The latest version of this bill contains a number of new provisions.
This includes declaring an animal ?unclaimed? if the owner fails to
pay an amount mandated by the court for care of the animals within 5
days of the order. The owner must continue to pay in bonds,
securities, or direct funds (depending on the court order) for the
duration of all proceedings relating to the animal(s) seized. The
duration of proceedings may be extended beyond the original time frame
if there is a ?showing of good cause? by the political subdivision,
person/organization caring for the seized animals, or the owner.
