SB861 is a state law that opened the door to any city or county in California to pass mandatory spay and neuter laws with breeding restrictions that directly target the Dog Fancy taking all breeding rights away from dog owners giving sole discretion to animal control authorities. Upon pleas from AKC Dog Fanciers in the Los Angeles basin ACF amended LA County to the federal lawsuit on July 7 th 2006. LA County passed a mandatory spay and neuter law that targets all breeds singling out specific breeds that will not be able to meet the requirements within the law to enable dog owners to keep their dogs intact. Since LA Counties law has passed other cities are planning on passing the same breeding laws, San Jose just passed a law like LA's, and many other counties and cities are standing by awaiting the out come of ACF lawsuit. ACF is at this time fighting three motions to dismiss our federal lawsuit by all three defendants in the case. This is costing ACF alot of money, ACF has filed federal lawsuits in other states and successfully defended itself against motions to dismiss in federal cases and has moved into discovery on those cases. ACF in one case fought a summary judgment and prevailed. ACF will succeed in making it to trial in California and it is going to take donations from the Dog Fancy to ensure this happens. Your rights as dog owners in California are in light of being taken away due to the influence the animal rights agenda has such as PETA,IDA,HSUS,ASPCA in the Assembly and Senate. The California State Dangerous Dog Law now has breed specific legislation in it allowing mandatory spay and neuter, something that can lead to a very serious agenda to stop the breeding of purebred canines in the state. San Francisco is talking about adding all breeds to their ordinances, San Diego and surrounding counties of the LA Basin are being lobbied at this time to pass the very same law LA County did.
