Kathy, you mention puppies I hope you don't think people only use puppies for fillers. I have judged many a show where dogs walked in my ring that I know were fillers. These dogs were probably someone's pet and very well loved, maybe worked in obedience, agility etc but they certainly had to know they were not a conformation quality dog. So off with the puppy thing. This is not a new thing either, there were shows who used fillers when the numbers for majors were much higher than today.
