As someone who used to run a county animal shelter, I can tell you that if you 
put enough pressure on the elected officials int he county, you can get a 
surprising number of changes made in a fiarly quick time. Officials respond to 
pressure, especially if they think you have enough clout to run someone in 
opposition to them. One very persistant retired resident living near the 
shelter managed to get more changes made by putting repeated pressure on the 
supervisors than I could ever get done from inside the department. 
  So go after the supervisors (or whatever the county officials are called 
there) and let them know that voters care about how this department is handled. 
Polite but persistant claas, letters, face-to-face meetings (again polite but 
persistent) can get a lot of action.
  Of course that also means that the same involved residents need to be willing 
to step up and provide volunteer help and funds if that is what is needed to 
make it better.

Trumbull county pound in Ohio, suffering from either a severe case of mange or 
road rash from being struck by a car. After looking at her photos, and hearing 
of her pain, I would suspect the latter.
Pat Lukos and Vicki Burkey were on her in a flash, contacting the facility. 
They were informed that they could NOT remove her from their custody, even tho 
she was in obvious pain, due to the "stray hold" law which provides for a hold 
of 3 days on dogs that are unlicensed or otherwise homeless.
Pat informed them AGAIN that this dog was in pain and that she had an offer of 
full medical funding for the animal. The plea fell on deaf ears and she was 
told by the staff to come back on Monday when the dog would be available. They 
felt that the pup was not in a "life threatening" situation.
All of us at LHSH worried about the little girl through the weekend, but were 
comforted by the fact that we knew her sorrowful days would soon be over and 
she would be transported to a local veterinary clinic on Monday.
The facility was not open on Monday, due to the Veterans day holiday. Pat was 
growing concerned. She called them on Tuesday to be certain that they had her 
phone number and that they KNEW she was with Rescue and coming to evaluate this 
pup. Unfortunately, she was suffering from a horrendous bout of suspected food 
poisoning and could not GO on Tuesday. However, she felt somewhat at ease due 
to the fact that she had INFORMED them that she was indeed coming to get this 
dog.
Yesterday found Pat, Vicki and two of the members of the Board of Directors of 
Angel Ridge Sanctuary driving to Trumbull County to attend to this dog. When 
they arrived, Pat was waved into "the back" by a person at the desk. Going into 
the kennel area, she did not see the GSD pup and came out to ask where it was. 
She was informed that they had GASSED this baby at 9:30 that morning....KNOWING 
FULL WELL that a Rescue had been in constant contact with them and was coming 
to get this dog. This poor creature sat in pain all weekend long for absolutely 
NO REASON. If their determination was to euthanize the dog, it should have been 
done HUMANELY and immediately upon arrival or they should have been REQUIRED BY 
LAW to seek medical attention for her! If a private citizen fails to seek 
medical attention for their dog, it is considered animal cruelty and they can 
be not only FINED, but in some states ARRESTED and prosecuted! Why is this 
"shelter" being allowed to continue to
torture the animals it is mandated to protect?? 
Needless to say, the perpetrator of this heinous act was no where to be found 
when Pat asked to speak to him. 
This is not the first time this facility has left an animal to suffer for days 
on end. 
LHSH recently took part in a peaceful demonstration at this facility in an 
attempt to effect change. Local commissioners attended, along with the news 
media and there were hopes of better days in the offering. Apparently, it as 
all a cruel sham to throw us off the track. 
Shelter reform affects ALL of us. At any time, one of us could have a puppy 
that we brought into this world find his or her way into a facility such as 
this and be facing a similar fate! 
Pat and the crew left with five dogs today.... including one soaking wet little 
thing (the prisoners clean the kennels and dont bother moving the dogs) who 
once dry, gave everyone his best "thank you" look and settled happily in the 
crate. Four went to Angel Ridge Sanctuary. There was a pregnant Cattle dog mix 
who was emaciated and is now at Pats awaiting her foster home. Pregnant dogs 
and puppies take longer to perish in the gas chamber. They are placed in the 
box at the end of a catch pole.
One life lost to us, tragically....needlessly. Please write to your local 
congressman and demand accountability of the facilities that our tax dollars 
are paying for! No animal needs to end his life this way. It is not only 
unconscionable, it is animal cruelty in its highest form, committed by those 
who have been sworn to protect them.
