WIth HB 326, Texas Humane Legislation Network (THLN) is trying to eliminate â?? intentâ?? from our existing state animal cruelty law. If charged, the burden of proof that an act was NOT â??recklessâ?? will be upon you. Keep existing law. The definition of â??Animalâ?? has been changed to â??domestic or wildâ?? in HB 590 and to a â??nonhuman animal, bird, or captive amphibian or reptileâ?? in HB 326. Existing law excludes wild animals. This is of special concern. Keep existing law. THLN is a coalition of "animal rights" activists and seeks to remove the exemption for fishing, hunting, and trapping in existing law. HB 590 drops this proposed wording in an attempt to lessen opposition to the bills from sportsmen. Don't be fooled. Texas already has a very stringent Animal Cruelty Act. Keep the existing law.
