Dear Billboard Watchers, Preventionists & Friends of Dark Skies:





Your urgent action is now requested to oppose the electronic billboard at
the Arizona State Legislature.  The bill is scheduled for hearing in the
House Government Committee for this coming Tuesday (February 14) at 2:00
P.M. Please email each of these members of the House Government Committee (email addresses below) and state your opposition to HB 2757. Address them
as Members of the House Government Committee and identify the bill as the
one that would legalize electronic billboards on state roadways.  An
additional sentence or two with reasons for opposition should follow (e.g. "This bill should not pass because electronic billboards are a real blight on our highways and a serious concern for traffic safety issues"). If you
are a constituent of a particular committee member, a much more detailed
expression of your position is appropriate. It is best to include your name,
address and (preferably) phone number.  Committee members are used to
communications from non-constituents on bills before their committees and
providing a name and address provides more credibility.





Here are some "bullet points" to work off of:





1. The bill is just another end run around a court decision that the
billboard industry has lost.



2. Electronic billboards are the most aggressive form of roadway blight yet.



3. Electronic billboards emit large quantities of light upward, threatening
dark skies and Arizona's world-renowned observatories.



4. Electronic billboards consume enormous quantities of electric power and
run counter to energy conservation and greenhouse gas reduction.



5. Billboards depress surrounding property values [see:

ty-values ].



6. The multimillion dollar tourist industry needs to be protected; tourists
do not come to Arizona to be blinded by electronic billboards.

As most of you know, this legislature presents historic challenges in terms
of defending environmental and public interest concerns.  It is extremely
important to put up a good fight to show that there is an active consistency
supporting scenic conservation, dark skies and corporate accountability.
We've defeated similar electronic billboard bills (2003 & 2005), but even if can't stop this one, it may at least be possible to amend it to blunt some
of worst effects.
