Usually a message like this is in response to a thread. The response
listed first is usually the best way to do it. I almost always do put
the response first. Why should you have to scroll the whole message
to find what the response was. Most important first!

This message certainly makes a good case for putting the quoted material first, otherwise you have to read the sections backwards in order to understand what's going on?
Except in bad E-mail programs, who puts answers before the questions?
