[sac-board] Constitution Changes

When I was originally going to write this, I thought we'd have to wait
until the June meeting before voting on the two changes, because less than
a month had gone by. But now, after reading the constitution, I realize
we don't have to wait.

But now there's a different problem: According to the constitution the
changes have to be submitted in writing and signed by five members. I
believe that is now unnecessary because there was an approved vote for the
changes to be voted on this Friday.

The approved changes to the constitution:

Article III

[...] The following issues of the organization shall be by consent of a
majority of the voting members:

Currently:

   A. Acquiring or disposing of right, title, or interest in real property
      with a valuation in excess of $100.00;

Changes to:

   A. Spending more than $200, except in unforseen circumstances with
      majority approval by the board.

Article VIII Moneys and Properties
   B. Dues.

Currently:

      5. Regular members age 65 or older shall have their annual
         membership fee reduced by 50

Changes to:

      5. Regular members age 65 or older shall have their annual
membership fee reduced by 50% upon request.
