General sloppiness.

If you replace "on" with "between", it makes sense.

I would index it as "--DEC2016", which is correct, and clarifies the date to within a month. This is a better guide than the pub date, esp if that is sometime in 2017, as appears likely.

I have taken what I believe to be the only possible step and that is to just put in the publication date. The only other option would be to index it twice
