Welcome to our new members!
We are happy to share that the Science City of Muñoz, Philippines; São Paulo,
Brazil and Cascais, Portugal have recently joined CITYFOOD Network!
Opportunity for small and medium sized cities!
We are preparing a technical publication on successful innovative urban food
governance practices (and the underlying enabling environment) in small and
medium sized cities, between clusters of smaller cities, and between smaller
and larger cities, to efficiently promote sustainable food systems development.
Innovation could be:
* The first use of a mechanism by a city within a national or regional context,
including learning from other places and adaptation to local conditions;
* Up-scaling of an innovative governance practice from a small area to larger
territory or region;
* Creative ways of working that overcome particular problems or barriers; go
beyond disciplinary ways of working; and
* Specifically designed (pilot) programmes or initiatives to empower, connect,
engage or integrate food system actors.

Take our survey now!
We are in the process of preparing materials to advance understanding of, and
to advocate for, sustainable food systems. We have prepared a brief,
five-minute survey to collect your input. It is our priority that these
materials are relevant for you, your colleagues, and decision makers in your
local and regional governments.
Your responses to the survey will help inform:
* A glossary of commonly-used food systems concepts and terms. The definitions
included in the glossary will facilitate better understanding of sustainable
food systems.
* An evidence based publication to promote local government’s actions on
sustainable food systems.
This work will be further developed through our partnership with the Food and
Agriculture Organization of the United Nations (FAO) and coordinated with other
networks and the Milan Urban Food Policy Pact. We will keep you informed of our
progress.

CITYFOOD Network Webinar: Food Policy Councils
Our webinar took place on May 17 when Ede, The Netherlands and Antananarivo,
Madagascar shared with our network members their experiences in formulating
local food policies and implementing Food Policy Councils to coordinate their
food systems actions.

ICLEI World Congress
During 19-22 June the ICLEI World Congress took place at the Palais des Congrès
de Montreal, Canada showcasing how local and regional governments across the
ICLEI network are advancing sustainable urban development worldwide.
At the four-day event more than 50 sessions and workshops were offered,
allowing participants to learn more about how urban sustainability is an
integral component of the global sustainable development agenda including a
thematic track on sustainable and resilient city-region food systems.
This thematic track considered sustainable city-region food systems as an urban
transition strategy, how multi-scale food policy and governance mechanisms
enhance food systems, and finally, a range of approaches to meeting nutrition
challenges in urban areas. Check a few highlights below.
GAIN - The Global Alliance for Improved Nutrition promoted a discussion
calling attention to the nutrition challenges in urban areas, in the broader
context of urban food systems, while making a case for urban nutrition
governance, including multi stakeholder approaches to developing policy and
implementation.
Representatives from two CITYFOOD Network member cities joined the discussion.
Manuel de Araujo, Mayor of Quelimane, Mozambique and Maria Cecilia Alvárez,
Sub-secretary of Environment from Rosario, Argentina presented two distinct
entry points for improving food systems.
In Quelimane malnutrition was identified as the third cause of increasing
mortality rates in the city (after malaria and HIV), therefore they developed a
strategy to have food security and nutrition as a priority while also taking
action on food waste composting and crop diversity. Rosario is investing in
recovering rural-urban fringes with agroecological production, promoting short
supply chains and providing healthy, fresh foods for the city.

The Wilfrid Laurier University's Centre for Sustainable Food Systems and its
Food: Locally Embedded, Globally Engaged (FLEdGE) partners shared research
insights and conducted a discussion about multi-scale food policy and
governance as well as the challenges and opportunities faced by collaborative
networks working toward enhanced food system resilience. Innovative case
examples were presented by practitioners and researchers from Brazil and Canada
(Toronto, Montreal and Ottawa).
Developing Sustainable Food Systems in Urban Areas of Latin America and the
Caribbean
The Food and Agriculture Organization of the United Nations organized the event
“Desarrollando Sistemas Alimentarios Sostenibles en Zonas Urbanas de América
Latina y el Caribe” under the NADHALI project framework between 09-11 May 2018
in Lima, Peru.
The ICLEI-RUAF CITYFOOD Network was featured during a regional seminar which
took place on May 9th with around 180 participants joining a discussion on
agroecological practices. On May 10th, a deeper exchange of experiences between
invited cities, such as Lima (Peru), Quito (Ecuador), Tegucigalpa (Honduras),
Rosario (Argentina), Medellín (Colombia) and other municipalities from Peru,
was promoted along with discussions on how city networks such as CITYFOOD
offers possibilities for overcoming difficulties while promoting a space for
dialogue and cooperation around food systems.
During the event the Food Charter for Lima Metropolitan Region was adopted. A
commitment that will support the establishment of more sustainable and
inclusive food systems ensuring access to healthy food for the communities in
the region, contributing to food waste reduction and improving actions towards
fighting hunger and malnutrition.

IV ENA - National Meeting on Agroecology
Between May 31st and June 3rd 2018 the IV ENA - National Meeting on Agroecology
took place in Belo Horizonte, Brazil - a CITYFOOD Network member. ICLEI joined
this important movement calling for the recognition of local governments as key
actors in building sustainable food systems that not only guarantee food
security for the population but also provides decent livelihood opportunities
and profitability for food producers, processors and traders (in rural,
peri-urban and urban areas).
The experience of Belo Horizonte Metropolitan Region contributed to the
discussion around two major initiatives that promote the agroecology agenda:
the CITYFOOD Network and the INTERACT-Bio Project. Belo Horizonte Metropolitan
Region was selected by ICLEI for the INTERACT-Bio initiative with a project
which recovers degraded green areas while encouraging agroecological
techniques. A protocol for institutional cooperation to strengthen agroecology
within the Belo Horizonte Metropolitan Region was signed during the event by
the Municipal Secretariat of Social Assistance, Food Security and Citizenship
of the Municipality of Belo Horizonte, the Development Agency of the
Metropolitan Region of Belo Horizonte, the Technical Assistance and Extension
Agency of the State of Minas Gerais, the Sanitation Company of Minas Gerais,
René Rachou Institute, Federal University of Minas Gerais and ICLEI. You may

UA Magazine: Measuring Impact
We are pleased to inform you that the latest issue of the UA Magazine:
Measuring Impact is now available online at the RUAF website. You can download
the entire magazine or just single articles in pdf. The Magazine reports on
various assessment and indicator frameworks to help cities to map the current
status and performance of their city region food system. With this magazine we
aimed to explore how such assessment frameworks have concretely supported
planning and policy, and have enabled cities to measure and monitor changes in
relation to food strategies and action plans. We have organised the articles in
three sections: 1) Assessing City Region Food Systems; 2) Assessing Food System
Resilience; 3) Food System Data and Indicators.
Validating the City Region Food System Approach
This scientific paper in MDPI Sustainability that offers a critical assessment
of the value and utility of the evolving City Region Food System (CRFS)
approach to improve our insights into flows of resources—food, waste, people,
and knowledge—from rural to peri-urban to urban and back again, and the
policies and process needed to enable sustainability. This paper reflects on
(1) CRFS merits compared to other approaches; (2) the operational potential of
applying the CRFS approach to existing projects through case analysis; (3) how
to make the CRFS approach more robust and ways to further operationalize the
approach; and (4) the potential for the CRFS approach to address complex
challenges including integrated governance, territorial development, metabolic
flows, and climate change. You can download the article here.
Food waste: raising awareness is important, but not decisive
With as high as 30% of global food being wasted, it is crucial to understand
why households waste food. A recent literature reviews shows that, good news,
no one is happy to waste food. If households know they should not waste food,
then telling them not to do so will therefore not really have an impact. The
secret rather lies in understanding, and acting upon, the interwoven set of
factors that make people waste food even if they know they should not. You can

The Summary and Recommendations, extracted from the upcoming High Level Panel
of Experts on Food Security and Nutrition Report #13 Multi-stakeholder
partnerships to finance and improve food security and nutrition in the
framework of the 2030 Agenda are now available in the 6 UN languages here.
Urban and Peri-urban Agriculture in the EU
This study presents a state of the art overview on urban agriculture and
peri-urban agriculture (UPUA) in Europe, the diversity of phenomena,
motivations, distinctive features, benefits and limitations. UPUA is
contextualized in relation to societal and economic transformations, EU
strategic objectives, policies and regional food system approaches. Using best
practice examples, the study demonstrates the need for an improved integration
of UPUA into the policy agenda across sectors, domains and governance levels.

Assessing and Planning the City Region Food System of Utrecht, The Netherlands
RUAF Foundation and FAO partnered to support a City Region Food System
Assessment and Planning process in seven cities selected from across the globe:
Lusaka and Kitwe (Zambia), Colombo (Sri Lanka), Medellín (Colombia), Quito
(Ecuador), Toronto (Canada) and Utrecht (The Netherlands). A synthesis report
on each city describes the experiences in terms of planning and informed
decision-making, prioritising investments and design of sustainable food
policies and strategies to improve the resilience and sustainability of the
entire food system. The series of seven reports will provide a full overview of
the experience of those cities, and culminate in a set of tools to support city
regions to assess and better plan their food system around the world. Download

Call for abstracts: International workshop on System Innovation towards
Sustainable Agriculture, Riga, Latvia
The System Innovation Towards Sustainable Agriculture initiative will hold a
workshop on how to stimulate transitions towards sustainable agro-food systems,
in Riga, Latvia, on 6-9 November 2018. Abstracts are invited for papers on
innovation processes, research and development, governance, and policy. More

Milan Urban Food Policy Pact 4th Annual Gathering and Mayors' Summit
The Milan Urban Food Policy Pact 4th Annual Gathering and Mayors' Summit will
be held on 4-5 September 2018 in in Tel-Aviv-Yafo. Scholars, professionals,
policymakers, city officials and public administrators from 167 cities
worldwide will gather to enhance collaborations in the spirit of the Milan
Pact. Registrations are now open.
