The US franchised repairmen (all Wetzlar-trained, and most of them Deutschers) would be your best choice. Some time ago, I used Freddie Werner in the DC area (Freddies Cameras) and he replaced a smashed front element on a DR Summicron. also, ask Richard tillis at Woodmere camera in NY -- he is mostly a Leica person.
