You are probably right. Still I would believe it was an economical decision to keep the manufacture of the 16mm in Germany. You would have to train people in the manufacture of a lens that really did not sell a lot. So it would not generate the return you would get on say a 45mm Planar which would sell a lot more. The Hologon sold VERY well, much, much, much better than intended.Kyocera always insisted that production of the exotics remain at Oberkochen whether they were to be big sellers or not. It was a matter of the cachet for the home Japanese market. Kyocera believed that the Japanese market would shun Japanese-built Hologons and Mirotars.
