The light rays between the two lenses are parallel, notionally from infinity
and the unknown lens should focus the image from the known camera accurately on
the ground glass. Rigid grease proof paper could be used.
If not in focus, have a play with the lens position. Possibly it's been removed
and a shim not replaced.

Is there no way to look at the image on a ground glass? It
seems to me that would tell you right away if things are aligned
correctly.
Front element focusing lenses are not optimum but I think the
image problems would be more something like poor correction in
the corners and margins rather than overall softness. A way of
checking rangefinders or reflex finders for focus is to
photograph something at an angle, maybe a sidewalk, and put
something on it to mark the point of focus. If the focus is off
it would show clearly in the photo.
BTW, I've found that some lenses have enough focus shift to
make the focus setting of the finder dependent on the f/stop of
the lens. That is, exact setting with the lens wide open may not
be quite correct when the lens is stopped down. I found this to
be true for Rollei and Speed Graphic cameras. The error is small
but noticeable.

Not very unsharp, but not really sharp. I have remounted the
front lens element. The Ikonta's are front lens focusing. Now
it is properly fixed to the rangefinder assembly (I hope).
Anyway at infinity it is just a bit closer to the rest of the
lens than before and there is no more room to make that closer,
so I am confident it is right this way. I have also
recalibrated the rangefinder to infinity. It is quite easy to
do on the Super Ikonta C. Off course there is the possibility
that the lens itself is not properly set to infinity. The next
film is loaded.

Mine is a post-war Super Ikonta C with a T coated Zeiss-Opton
1:3.5 f=105 mm Tessar. Just like yours the view finder is
quite cloudy. The rangefinder seems O.K.
I have never used it. When I acquired it many years ago, the
front lens element was 'loose' but that may be normal for
front lens focusing cameras. I was afraid the rangefinder
might be off and set the camera away awaiting future service.
That never happened. When I looked at it today the rangefinder
seemed O.K. after all. I am going to load a film and test it
shortly.

At any rate, the only real, frequent flaw found on the Super
Ikonta C is cloudiness of the viewfinder. While my camera is,
otherwise an obviously well cared for example, it does have
the cloudy VF problem. It is still possible to frame a photo;
if were much worse, it would be worthless for framing.
