Yes, it could be a Polizei camera considering the markings on the groundglass. Or they could have been added later.
Another theory would be that it's a very early version of the Ia, type 3. The serial number is 611412. There's nothing with the "Franke & Heidecke" beneath the cast nameplate that makes it more suitable for police use. It could be that F&H changed the placement of the firm name to the shutter during the early production, and saved some of the previous made bodies for special orders, like the police.
My Polizei Rolleicord has the serial number 629327, and my ordinary Ia type 3 has 612210
