I was taught and believe that short development times makes the shadow detail shoot through. This means very dark blacks which are not finely graded in the print. Longer development times allow the fine gradation in shadow detail, as the blacks slowly resolve, which means finely graded blacks in the prints. The idea is not to produce a lith looking print which will happen with short development times and or hot developer.
