There is rather a lot of television history on the web, a google search will find much of it. It difficult to know where the very first TV started but the Brits have a good claim. All of the first experiments used mechanical scanning. Its possible that some form of experimental transmission of pictures by wire took place before the invention of the vacuum tube. I must leave for work in a few minutes so have to stop. I will try to post some citations later.
