Hardly.

Your monitor may have seen better days or it simply needs to be
properly calibrated with a tool other than your eyes.

There are several decent options that won't break the bank.  X-Rite
i1Display 2 Colorimeter is one that will work for both CRT and LCD
monitors and it is less than $200.  I have one and it works fine.
