Perhaps in Article 1, section 8 of the US Constitution, which reads: The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; (snip)
Can that the bit about "general Welfare" apply to all sorts of public policy matters, like assistance to the arts, health care etc.? It seems broad enough, or do I misunderstand?
