You're welcome.

PayPal makes you responsible for delivery.  Technically, this is the only
way it can be done...since it's you who gets reimbursed for the insurance,
not the buyer.

For insured packages, they should have to sign for them.  You should be able
to get that information from the USPS.  I'd get the ball rolling on the
insurance claim if I were you.  The form is a PS 2855, which I believe they
send to you, as they have to first "accept" your claim.
