If the individual pictures are not scanned but reproduced from a light panel
with a digital camera, getting an identical exposure is a piece of cake – I
agree, this is hardly possible when scanning.
As for the necessary overlap, I’d think there is not much needed, provided the
turn axis meets the nodal point of the lens (then, even close distances do not
present a problem). Unfortunately the older Rollei Adapters only roughly take
account for this, where on the newer ones, the turning axis goes through the
tripod mount, which is completely wrong.
Using a macro rail and a ground glass (from a sheet film adapter), the correct
turning axis can be established for an individual lens.

Yes, I agree with you, the frames stitching without a pano software would be a
lot easier using a regular images edition soft if the frames are coherent from
the scanning process, but the scanner tends to interpret each shot different
even if they are from the same roll and received identical exposure. VueScan
scanning soft has the option to lock the scanner exposure to repeat it for two
or several frames, it helps most of the times but the frames require
corrections anyway.
B&W optical prints and color optical prints can get coherence easier than the
scanned images to stitch them. A local lab gave me perfect optical color prints
to stitch them but they no longer print 120 from some years ago.

I have found I get the best results when the images are matched for
colour brightness and contrast at the scanning stage. As
the imags are all on the same film it should easy. Unfortunately most
of the processing services and the home scanners keep poor consistency
between frames. I have had better matching if I scan all the frames as
a batch. Maybe the scanner keeps the same settings for the batch.

The RPH was thought and designed for the analog world BTW. PS
Photomerge couldn't stitch the frames I took with the Rollei Panorama

perspective matching, despite the subject was closer than infinity

The real headache was to match color, contrast and bright for the
frames, as always; it was the main reason I started to use pano
software to stitch digitallized images; it requires an overlapping
area size the RPH does not provide.
The "Color Match" tool from PS helps with the task, but it does not
make magic, you also need to use other tools.
Last week I used the 3,5F por B&W shots and the 2,8F for color shots
(Kodak Portra 400):
