It could be true John, however this is an exposure table sample for
indoors subjects:
A) Natural light: Latitude:45º to 55º N (England, northern France,
etc.); September from 9 to 15 hours: EF (exposure factor) 1.-
B) Climate: Sun, white clouds: EF 20
C) Window area and subject distance: 1 square meter for a subject
0.50m from the window: EF 38.-
D) Window position and camera direction and room decoration: Camera
45º regarding the window, clear subject and clear room: EF 2
E) Film speed: ISO 100 (logarithmic index BS 31º), EF -31:
A+B+C+D= 61-31=30. This 30 is the number to look for in the exposures
table or the closest number to 30 if you don't find it= f4.5 (31) or
f5.6 (30) at 1/125 or 1/100 shutter speed.

It means that under the conditions above at 1/125 f8 you'll obtain an
usable image hardly underexposed with natural light and without flash
in northern France; however even needing flash for poorer illumination
conditions, you still could get (I say "could") a no usable image
at1/125 f8 with natural light enough to cause ghosts and similars if
you take a second image with flash on the same frame.
