[rodgersorgan] 32' - soft or loud?

If an organ has only one 32' flue stop, should it be soft or loud?

If it is loud, you can only use it when the organ is already playing 
loudly, but if it is soft, you can use it all the time.

A time honored effect is pulling a 32' just as the last chord is played, 
the resulting Whummmp! putting a period on the end of the sentence.
