[riscos-python] Path usage in multi-path world

Now that we have several environment variables (PythonSite$Path, PythonUser$Dir and Python3$Path) controlling the locating of files should we still expect adding entries to Python3$Path to work. It doesn't seem to be for me.

In my case I'm developing an application written in Python so adding it to site or user doesn't seem right.
