I thought it was in the same place as the pone, not under voiceover, but
under accessibility. But I don't have an IPad to check.

I was helping my mom with her iPad. she turned VO on for me, but I
didn't see anywhere in the settings to set home button to turn VO
on/off. Does the iPad have this feature too like the phone?
