That SD card is split into two partitions after the image is written to it. I
bet if you arrow down one more time in the list of drives, you will probably be
able to access the FAT32 partition. Then you can write the SSH file to it.

I do have another related problem. After I create the image, I need to be
able to use Windows to access the card so I can add the .ssh file to the
boot so I can access the Raspberry Pi system heedlessly. How should I do
that? Windows apparently won't access the card. It just insists it needs to
be formatted.

To be clear, you don't have to format the SD card, you just have to burn the
image to the card (like you would with a CD) using a software designed to do
just that. Etcher is a good example of this kind of software.
