As for MS SQL it could be done with a lot of modification but would be more simple to install WIN32 version of mySQL personally. And if you want you could even put apache along side with IIS as long as you run them on different IP's or ports. Just Google "WAMP windows 2008" or possibly http://www.wampserver.com/ but only a result I found not used it and wouldn't endorse it in any way as don't know it. Use Centos for servers personally where possible.
