Can you also assign permission to users? Read only for example?

I have something like this
id==1 -> admin
id==10000 -> readonly
allow {$userid_1}
allow {$userid_10000} and {$tab_default}
allow {$page_index} and {$tab_default}
allow {$page_rackspace} and {$tab_default}
deny {$userid_10000}
This is all I need at the moment
