I wrote the patch. It works as of 0.19.7. I haven't tested on 0.19.10 yet,
as I was waiting for 0.19.11 to be released.

On the other hand, it's easy to test for yourself:

cd /var/www/racktables/inc
cp -a functions.php functions_orig.php
patch functions.php < /tmp/multiple-router-ip-allocations.diff

You can always roll back.
