Ravi, GC domain validation is a third (or fourth) step during instance recovery. In instance recovery gc domain validation comes after second pass recovery and during gc domain validation SMON isses a recovery lock claim to the IDLM (now GRD) and recovery process proceeds further. A scheduled job (dbms_job) , which is calling a purge Stored Proc is found waiting on this event for a long time - causing some of the sessions wait on Enq TX-Row lock contention.
