RAC "GC Domain Validation" event

Friends,
Anyone here had issue with this event.
A scheduled job (dbms_job) , which is calling a purge Stored Proc is
found waiting on this event for a long time - causing some of the
sessions wait on Enq TX-Row lock contention.
Did not get any hits (p1=p2=p3=0).
10.1.0.5 on RH Linux - 2.4.21-40.ELhugemem #1 SMP
Wondering if the masters can shed some light on what this does.......
