[racattack] RAC Attack Vagrant

Starting a new thread for RAC Attack Vagrant.
Alvaro did the initial configuration and setup. Basic two node
configuration works. I can work on modifying the scripts to follow the RAC
Attack 12c books so that if users want to follow the books but fast forward
with the scripts they'll end up with a similar configuration. i.e. use udev
vs ASMLib, NICs, IPs etc..will also need to be modified to match the
wikibooks. This should be trivial though since it's mostly convention.
