If the main thing is the rowing propulsion you should have a look at
http://rowingbike.com/site/EN/ .  I know there is somebody who can only use
one leg who is riding a rowingbike. There is also a three wheel (tadpole)
version.

They are pretty easy to ride, in 10 to 15 minutes you should be able to ride
a way.
