Only if you want to make a career of it

I'm somewhat short of money anyway, so, if a MAG is good enough, is it advisable to buy a used one?

yes

Are there minimum requirements/specs with a MAG to be fit for bike welding?

I generally use 1m flux core wire, so gas is not required, but fluxless is less smelly and no clean-up.
Reversable polarity is best as well.
A 20A@110V input unit should weld up to 1/4" OK.
