Well .... sort of.  The siphon will spill some water before the tub
is full IIRC, but in general, once the tub is full, it should constantly
spill water.  I kind of doubt your siphon is broken unless its cracked
or something ... there are essentially no moving parts in the thing other
than the clip that holds it in place.
