Perfectly normal. I find paper loses 1/2 a stop and 1/2 a grade over the first 6 months of use.

I don't know when it was made

As near as I can tell, opening the box and letting air get at the paper starts the process - a few sheets left in a paper safe age very quickly.
Unopened boxes keep their speed.

You need the date the paper was opened, not
made.  Not that it will do you any good ...

I am sure the manufacturing date does have some influence.

Does this happen very often?

All the time.

Why does it happen?  I haven't a clue.
