An interesting question. I don't see the ingredients themselves encouraging mold. However bits of emulsion getting in the solution will. In my own darkroom I store only concentrates to save space. Developer, stop bath and HCA get tossed after a single use. I think the alcohol might evaporate but if the container is sealed most of the time perhaps it won't. There may be other reasons for making it up as needed. It seems to me that diluted solutions of Photo-Flo are vulnerable to mold.
