Standard cold light tubes that are not designated for VC produce
mostly blue light, which is great for graded papers but they don't
work well with VC papers, especially for low contrasts. By filtering,
you are simply removing the light instead of modifying the light,
because there is only blue to begin with.

Even if you adjust light source and filtering, VC papers often give
only passable results if you want very low contrast paper, unless the
image is generally high-key.
