Hmmm, that seems to not make sense.  Does canister mean the 35mm film
cannister or the bulk loader.  

I only load my own 35mm film since I don't use it as much as 120mm.
Let's go over what you are doing:

1.  with bulk film load closed, there should be a little film sticking
out
2.  tape the end of that film to the inside spool of a 35mm cassette.
3.  Add the cassette to that spool
4.  insert at the proper place in the bulk film loader
5.  close everything
6.  open the "gate" so that the bulk film is loose
7.  wind the film

There should be sprockets so that the film catches.  Is that what you
mean that is loose?
