[pure-silver] FixerTest vs FixerTest

I'm aware of two fixer tests, Kodak FT-1 and the one by Manual Garcia Maceda published in 'The Darkroom Cookbook'. They both use potassium iodide but at very different strengths. FT-1 uses a 20% test solution added to fixer and water of equal amounts, where as the other uses a 5% solution added to 10-times the fixer. Does anybody know why both are advertised to work? What is the difference in approach?
