yes tape is the answer. Get some thick OHP sheets and cut a strip the correct size to fit from the edge of the neg in the carrier to over the pins. Then tape the two together using non stretch tape. Thats the plastic stuff. I think there used to be special tape for the purpose but any dimensionally rigid tape will do. problem you will have is that after exposing the mask you have to develop with tape and strip in place or you will lose registration. You really need a right angle cornered easel into which you can place neg and mask film to align at one corner prior to exposure. After dev, providing you can stick on strips and then align corners prior to punching both neg and mask at same time then you will retain registration.
