Steve,

As far as I am aware, the answer to your questions are:

"No" to the first question and "Yes" to the second.

I've not double checked the second answer on my own PTR2 as it is at
home at present, but I'm pretty sure that this is the case.

Just thought of a question, on the 2, when the "keylock describer" is
on, is 
the power switch disabled?
