I don't believe the law applies to existing products?

This is a UK question.

Firstly, I'm wondering about the actual implication to  health from the
use 
of led in the PTR1, and if it is illegal to sell such products in the
EU, 
then does the RNIB have a requirement in law to withdraw the PTR1 and
offer 
a refund, or a replacement in say, the PTR2? Any one know the position
in 
this one?
