[pskmail] sever nd client for testing mail download resume

I have uploaded a test version of server and client (.jar in alpha) to test
download resume in DTN...
~FY, ~FA and ~FN directives are now working, you can choose the policy
under the Files menu:
* Accept partial docs
* Reject partial docs
* Delete partial docs
The latter 2 now delete the pending file on the server upon an ~FOx offer....
Default is 'accept' policy.
'Reject will change at a later stage ('keep for later').
